I am a native of Wilmington, Delaware and a proud graduate of Wilmington Friends School, a Quaker school. I studied at Yale University (B.A., History) before first moving to Latvia to work at the Latvian Foreign Ministry in 1994. Returning to the U.S. a few years later, I earned an M.A. in Law and Diplomacy at the Fletcher School at Tufts University and a J.D. at the University of Pennsylvania Law School (Law Review), another Quaker institution. I began my legal practice in Philadelphia at Ballard Spahr.
In 2005, I relocated to Latvia and requalified there. My solo law practice was followed by eight years as partner and head of the Band One-ranked IP/IT practice group at COBALT, a leading Baltic law firm.
Over the past 15 years, alongside practice, I have taught and led courses at top business and law schools in Latvia. I also lecture regularly in Latvia and abroad. Some recent speaking engagements include the Riga Business School Mini MBA in Innovation, the AmCham Latvia “Practical Guide to the U.S. Market” event, the 20th anniversary conference of the UDRP at WIPO headquarters in Geneva, and at TechChill.
In 2018, I was selected as the first domain name arbitrator from the Baltic region by WIPO, and am currently active in this role.
Community engagement: I have held leadership roles in the American Chamber of Commerce in Latvia, the Foreign Investor Council in Latvia, the International Trademark Association (The Trademark Reporter Committee). I offer pro bono legal advice to startups and news organizations. I teach Sunday School in a Lutheran congregation, and am active in my Latvian sorority, s!k! Varavīksne.
I live in the beautiful Baltic city of Riga, Latvia with my husband and our four children.

No 2012.-2020. gadam vadīja IĪ/IT prakses grupu atzītajā Baltijas zvērinātu advokātu birojā.
Ingrīda šobrīd pasniedz Rīgas Ekonomikas augstskolā, Rīgas Juridiskajā augstskolā un Rīgas biznesa skolas Inovāciju programmā, kā arī veic šķīrējtieses pienākumus Pasaules Intelektuālā īpašuma organizācijas (WIPO) Šķīrējtiesas un medicāciju centrā Ženēvā. Dzimusi un uzaugusi Vilmingtonā, Delaverā (ASV) trimdas latviešu ģimenē, Ingrīda ir absolvējusi Filadelfijas latviešu skolu, Beverīnas vasaras vidusskolu un Minsteres latviešu ģimnāziju. Ingrīda ir studenšu korporācijas Varavīksne filistre, vada svētdienas skolas grupiņu Rīgas Evaņģēliskajā draudzē, darbojas Amerikas Tirdzniecības palātā Latvijā, Ārvalstu Investoru padomē Latvijā un citās organizācijās. Ingrīda ar vīru un četriem bērniem dzīvo Rīga.
